This course equips federal acquisition professionals with the foundational knowledge and applied skills needed to plan and execute competitive source selections under FAR Part 15. Participants explore the full source selection lifecycle—from developing acquisition strategy and drafting evaluation factors through organizing a Source Selection Evaluation Board (SSEB), evaluating proposals, and documenting award decisions—with a focus on regulatory compliance, consistency, and defensibility at every stage of the process.
Throughout the course, participants engage with scenario-based instruction covering critical source selection topics including evaluation methodologies (LPTA, Tradeoff, and Value-Adjusted Total Evaluated Price), technical and cost/price proposal evaluation, competitive range determinations, discussions with offerors, and preparation of the Source Selection Decision Document (SSDD). The course also addresses debriefing requirements, bid protest considerations, and the documentation practices that protect award decisions from legal challenge. By the end of the course, participants are prepared to contribute effectively to competitive source selections in accordance with applicable federal procurement regulations.
