This course provides a comprehensive exploration of disaster risk reduction (DRR) and disaster management, addressing both natural and human-induced disasters that cause significant human, material, or environmental losses. It examines the core elements of disasters—hazard, vulnerability, capacity, and people—and the factors influencing disaster risk, including hazard, exposure, and vulnerability. With a focus on the Indian subcontinent, one of the world’s most disaster-prone regions, the course highlights the importance of reducing vulnerability through proactive measures, given the region’s high population density and geographical challenges. The course traces the evolution of disaster management from a crisis-oriented approach (post-disaster response, relief, rehabilitation, and reconstruction) to a risk management paradigm emphasizing prevention, mitigation, and preparedness. It underscores the need for collaborative, participatory management involving all stakeholders—individuals, communities, regulatory authorities, institutions, voluntary organizations, and international agencies. Key to this approach is the integration of social, economic, political, and technological aspects, alongside the critical role of Information, Education, and Communication (IEC) in fostering preparedness and resilience.
