The four-hour Scaffold User and Refresher course is required for all workers who use supported scaffolds on construction sites throughout New York City, as mandated by Local Law 52. This essential course covers the basic elements of supported scaffold safety and introduces students to the specific hazards associated with supported scaffolds. Topics covered include proper scaffold inspections, hazard recognition, including falling objects and electrical hazards, and the appropriate use of personal protective equipment. Upon successful course completion, students receive a picture identification card valid for four years.
Audience:
This course is mandatory for all workers using supported scaffolding on construction sites within New York City.
Prerequisites:
Students must be able to communicate effectively with the instructor in the language in which the course is conducted.
Learning Outcomes:
At the end of this course, students will be able to:
- Compare unsafe acts and unsafe conditions in supported scaffolds with those of suspended scaffolds
- Identify whether New York City requires additional regulations beyond existing OSHA construction standards
- List the three basic types of scaffolding: supported, suspended, and aerial lifts
- Demonstrate knowledge of the distinguishing criteria between supported and suspended scaffolds
- Identify hazards associated with electricity, falling objects, and the appropriate use of personal protective equipment to prevent falls
- Understand why scaffold accidents have prompted new safety rules for scaffold users in NYC, and identify these rules and procedures that resulted from fatal accidents
- Recognize the importance of reporting scaffold accidents and follow proper procedures in case of an accident in New York City
Materials and Instruction:
Course materials include pens, comprehensive instruction handouts, testing materials, instructional videos, PowerPoint presentations, instructor evaluation forms, and attendance sign-in sheets. Instruction combines lectures, PowerPoint presentations, open discussions, hands-on activities, and testing throughout the course.
Course Fees and Completion Requirements:
The course fee includes administrative fees, course materials, and certificates. Booklets, certificate replacements, and certificate mailing services are available for additional purchase.
To successfully complete the four-hour Scaffold User course and receive your certificate and card, you must:
- Communicate clearly with the instructor and complete all paperwork in the language the course is delivered in. No personal interpreters are permitted.
- Complete all required paperwork, including registration, evaluations, and attendance documentation.
- Attend all required course hours. Any make-up sessions must be completed within six months of the course start date.
- Participate actively during class activities and course reviews.
- Complete tests with a passing grade of 70 percent or higher.
No exceptions will be made. No partial credit is awarded for any course.
