This comprehensive 32-hour Site Safety Training (SST) program combines online instruction with required in-person hands-on activities to prepare construction professionals for NYC work. The program integrates multiple specialized modules designed to meet Local Law 196 of 2017 requirements for construction supervisors, competent persons, construction superintendents, site safety coordinators, site safety managers, and concrete safety managers operating in New York City. Upon successful completion, students receive an SST identification card as proof of training compliance.

New York City Requirement: To legally operate in NYC, designated construction supervisors, competent persons, construction superintendents, site safety coordinators, site safety managers, and concrete safety managers must complete a minimum number of approved site safety training hours and carry identification cards proving training completion as required by Local Law 196.
Fall Prevention Module (8 Hours): This course provides construction employers and employees with comprehensive information on recognizing potential fall hazards at worksites and implementing strategies to avoid, minimize, control, or prevent these hazards. Please note this is awareness-level training only and does not provide any other qualification or authorization outside of the SST Card.
Drug and Alcohol Awareness Module (2 Hours): According to the National Survey on Drug Use and Health, the construction industry has the highest rate of workplace drug use. Substance abuse is a factor in 35 percent of injuries and fatalities, 38 to 50 percent of workers' compensation claims, and 40 percent of workplace thefts. Substance abuse includes marijuana, heroin, ecstasy, methamphetamine, cocaine, opiates, amphetamine, and excessive alcohol consumption. The goal of this module is to educate workers about the safety and productivity hazards created by alcohol and drug abuse in the workplace. Please note this is awareness-level training only and does not provide any other qualification or authorization outside of the SST Card.
Supported Scaffold User Module (4 Hours): This course is required for all workers using supported scaffolds on NYC construction sites per Local Law 52. It covers the basic elements of supported scaffold safety and introduces students to common hazards. Topics include scaffold inspections, recognizing various hazards such as falling and electrical hazards, and selecting protective equipment. Upon successful completion, students receive a photo identification card valid for four years.
Site Safety Manager Refresher Module (8 Hours, Chapter 33): This refresher course reviews Chapter 33 and NYC Rules pertaining to public protection and provides participants with knowledge of safe work practices in NYC construction. Students learn about hazards specific to NYC construction environments and the methods and practices necessary for safe urban construction site operations.
Pre-Task Meeting Module (2 Hours): This course teaches participants how to conduct proper pre-task safety meetings and the positive impact such meetings have on workplace safety. Students learn the factors that help competent persons inform employees about action plans for controlling risks, hazards, and exposures. Please note this is awareness-level training only and does not provide any other qualification or authorization outside of the SST Card.
Site Safety Plan Module (2 Hours): The goal of this course is to provide participants with knowledge of site safety plans and help competent persons understand the necessity of developing action plans for organizing safety zones for pedestrians, employees, and equipment. Please note this is awareness-level training only and does not provide any other qualification or authorization outside of the SST Card.
Tool Box Talks Module (2 Hours): This course provides participants with knowledge of toolbox talks and factors that help competent persons provide information about safety topics to employees to prevent hazardous situations at job sites and improve safety equipment use. Please note this is awareness-level training only and does not provide any other qualification or authorization outside of the SST Card.
General Electives Module (2 Hours): This course provides students with an understanding of First Aid and CPR fundamentals and proper sun exposure protection practices. Please note this is awareness-level training only and does not provide any other qualification or authorization outside of the SST Card.
Specialized Electives Module (2 Hours): This course provides students with an understanding of flagger responsibilities and the hazards associated with entering and working within confined spaces. Please note this is awareness-level training only and does not provide any other qualification or authorization outside of the SST Card.
Materials: Pens, instruction booklets, tests, videos, PowerPoint presentations, instructor evaluation sheets, and attendance sign-in sheets. Course fee includes administrative fees, course materials, and certificates for all courses listed. Extra booklets, certificate replacements, and certificate mailing services are available for purchase.
Successful Completion Requirements:
To successfully complete the SST 32-Hour program, students must:
- Complete the 2-hour Drug and Alcohol Awareness course, 8-hour Fall Protection course, 6-hour Management course, 4-hour Electives course, 4-hour Supported Scaffold User course, and 8-hour Site Safety Manager Refresher course covering Chapter 33
- Communicate clearly with the instructor and complete all paperwork in the language in which the course is delivered. Personal interpreters are not permitted.
- Complete all required paperwork, including registration, evaluation, and attendance documentation
- Attend all required course hours. Makeup sessions must be completed within six months of the start date.
- Participate actively in class activities and reviews
- Achieve a minimum passing grade of 70% on all course tests
No exceptions will be made. Partial credit is not awarded for any course.
Please note that cards and certificates will not be released until the account balance has been paid in full. Payments are accepted in cash, check, money order, debit, and credit card.
Webinar Course Disclaimer: During the online course, you will need to participate in all activities, remain online at all times, and complete all required forms and exams. If you are completing the course to obtain your SST card, inform the course administrator so you can receive your online SST card form request. Cards will be provided to students in person at our office to verify student identity. As a training provider, we are obligated to report all training status information to the NYC Department of Buildings; training completion records are submitted the day after course completion.
Certificate and Card Issuance: To receive a certificate or card for the course, students must:
- Communicate clearly with the instructor and complete all paperwork in the language the course is delivered. Personal interpreters are not permitted.
- Complete all required paperwork including registration, evaluation, and attendance documentation
- Attend all required course hours
- Participate actively in class activities and reviews
- Achieve a minimum passing grade of 70% on all course tests
- Certificates and cards will be issued within two weeks of course completion, except OSHA cards, which are issued within three months
No exceptions will be made. Partial credit is not awarded for any course.
