This course equips contracting professionals with the practical skills and regulatory knowledge needed to plan and execute acquisition operations in contingency, humanitarian assistance, and disaster relief environments. Participants examine the legal and regulatory framework governing contingency contracting—including FAR, DFARS, and applicable emergency acquisition flexibilities—and apply those requirements to the full acquisition lifecycle under conditions that demand speed, agility, and sound judgment. The course addresses the organizational structure of joint contracting support, pre-deployment preparation, theater business clearance requirements, and the coordination roles of contracting, finance, legal, and logistics functions in deployed settings.
Throughout the course, participants engage in scenario-based exercises and a comprehensive joint contracting simulation that mirrors the demands of real-world contingency operations. Topics include market research and vendor vetting in austere environments, management of contractor personnel authorized to accompany the force (CAAF), fraud and abuse prevention, humanitarian assistance and disaster relief contracting, and the transition from contingency to steady-state operations. The course concludes with a structured after-action review that integrates lessons learned and connects course content to participants' individual readiness and professional development goals.
