This practice-focused course explores how indirect cost rates are developed, negotiated, applied, and defended under federal awards, positioning indirect cost recovery as a critical component of organizational sustainability, compliance, and program performance. Participants examine the regulatory framework governing indirect costs, including 2 CFR 200 Subpart E, and learn how to distinguish between direct and indirect costs, construct defensible indirect cost pools, and select allocation bases that accurately reflect shared organizational functions. The course also introduces the structure and components of indirect cost rate proposals and explains how cognizant agencies review and approve rates.
Through applied exercises and realistic scenarios, participants practice preparing indirect cost rate proposals, responding to agency questions during negotiations, and identifying audit risks related to indirect cost practices. The course also addresses how approved rates are applied and managed across the award lifecycle, including rate revisions, monitoring, and closeout considerations.
