ABOUT THE COURSE:To facilitate urbanization and economic growth, countries around the world have invested heavily in Infrastructure development. However, physical civil Infrastructure often deteriorates with time leading to reduction in overall infrastructure performance. Furthermore, rapid deterioration and shortage of funds for maintenance and rehabilitation necessities adoption of efficient Infrastructure Asset Management practices to safeguard Infrastructure assets.This course introduces the concept of Infrastructure assets and need for their effective management. The objective of the course is to safeguard and extend the intended life of an Infrastructure asset by developing, organizing and implementing suitable management strategies. Through suitable case studies the course highlights how integrated infrastructure management frameworks can be utilized for maximizing Infrastructure performance and reducing overall costs.INTENDED AUDIENCE: • Final year and graduate students of all engineering disciplines• Practicing professionals, including policy makers, client (owner organizations, such as NHAI)• Though the course is essentially directed towards engineers, professionals with other backgrounds engaged in policy making and administration or governance of infrastructure would also not find the contents difficult to followPREREQUISITES: None – a background (or even interest) in the approach to design of structural systems, operation and maintenance of infrastructure such as roads, bridges, railway systems (including rolling stock), industrial systems, would be enough to follow the material coveredINDUSTRY SUPPORT: All companies, departments, or undertakings engaged in creation or operation / maintenance of infrastructure assets, such as roads, railways or airports, or buildings, etc. would find the content useful for their (engineering and non-engineering) staff

Week 1: Introduction to Infrastructure Asset Management (IAM)
  • Introduction to Infrastructure assets;
  • Role of Infrastructure in economic development;
  • Examples of Infrastructure assets;

Week 2 & 3:Need for Infrastructure Asset Management
  • Concept of design – demand and supply
  • Concept of Infrastructure Performance– physical and functional– economic, environmental & social – sustainability and resilience as added dimensions
  • Concept of Level of Service
  • Concept of reliability, maintainability, supportability, and service life
  • Deterioration of assets; Need for pro-active Infrastructure Management; Life of an Infrastructure Asset; Introduction to Resilience; Importance of Asset Maintenance for Resilient Infrastructure System
  • Stakeholders involved in Infrastructure Management

Week 4:Decision Framework for Infrastructure Asset Management (IAM – Part 1)
  • Generic decision process for IAM;
  • Role of Data for effective Infrastructure management;
  • Data Needs; Inventory and database management; Prioritization of Data Needs; Managing missing data; Understanding uncertainty associated with available data
  • Illustration: Data requirements and data management for Concrete structures

Week 5:Decision Framework for IAM (Part 2: Performance modelling of Infrastructure Assets)
  • Illustrative examples of performance modelling for concrete structures
  • Role of Maintenance; Maintenance strategies; Need for effective scheduling of maintenance; Illustrative examples for concrete structures

Week 6:Decision Framework for IAM (Part 3 : Life-cycle approach to Infrastructure Asset Management)
  • Life-cycle cost analysis (LCCA);
  • Agency costs; User costs; Social costs
  • Network level analysis vs Project level analysis

Week 7:Decision Framework for IAM (Part 4: Budget Planning for Maintenance & Rehabilitation)
  • Needs assessment for Maintenance & Rehabilitation (M&R)
  • Budget allocation / budget programming strategies for M&R
  • Case example: Bridge Management System/ Pavement Management System

Week 8:Case Study and Conclusion
  • Case Introduction; Inspection & NDT; Failure prediction; Infrastructure Performance Prediction – Failure Analysis of Concrete Structures; Maintenance planning
  • Government policies & initiatives in this area
